Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)

Es wird gezeigt, daß seine Darstellungen der normenlogischen Struktur solcher Überprüfungsversuche ihren Gegenstand nicht treffen: sie geben die angesprochenen Ansätze, etwa von Kuhn oder Lakatos, nicht mehr wieder.

Die Kontroversen um Imre Lakatos' "Methodologie wissenschaftlicher Forschungsprogramme" haben zu der Frage geführt, ob auf Basis der von Lakatos entwickelten Standards für die Bewertung von konkurrierenden Theorien und Forschungsprogrammen auch heuristische Empfehlungen begründet werden können, die die von Wissenschaftlern auszuführenden Handlungen im Interesse der Maximierung von Erkenntnisfortschritt normieren. Eine solche Frage steht im Zusammenhang mit einem zentralen Anliegen der Popperschen Wissenschaftstheorie: "Wir wollen die Regeln, oder, wenn man will, die Normen aufstellen, nach denen sich der Forscher richtet, wenn er Wissenschaft (...) treibt, wie wir es uns denken". Ob die Methodologie wissenschaftlicher Forschungsprogramme, die Lakatos als Weiterentwicklung des kritisch-rationalistischen Falsifikationismus verstanden wissen will, diesen Ansprüchen genügt, wurde zuerst von Paul K. Feyerabend und Thomas S. Kuhn bezweifelt. Im folgenden werden zunächst deren Kritiken, die Antworten von Lakatos sowie Analysen von J. J. C. Smart, Wolfgang Stegmüller und Philip Quinn diskutiert. Anschließend wird ein neuer Versuch Alan Musgraves kritisch überprüft, unter Rückgriff auf die Bewertungskriterien der Methodologie wissenschaftlicher Forschungsprogramme heuristische Empfehlungen zu begründen. English Summary: Although most religions claim peace as a goal to pursue, religions have been used as justification for violence again and again. Since September 11th, 2001 the Western and Eastern world has been confronted again with violence in the name of religion. As a fundamentalist understanding of religion is a fruitful basis for war and terror, it is essential to empower the liberal movements in the world religions, to support a peaceful community of people from different cultures and religions. Therefore, it is of central importance for our own religious self-concept how faith and reason can be combined to make it possible to feel at home in our own religion and to welcome a pluralistic society. German description: Obwohl in den meisten Religionen Frieden als anzustrebendes Ziel gilt, wurden Religionen immer wieder zur Legitimation von Gewalt genutzt. Seit den Ereignissen des 11. September 2001 ist die westliche und ostliche Welt erneut konfrontiert mit der Gewalt im Namen der Religion. Die Wissenschaftstheorie der letzten Jahrzehnte sah sich nur allzu leicht und oft zu Recht dem Verdacht ausgesetzt, sie wolle den Wissenschaften Vorschriften machen. Ist die Wissenschaftstheorie ein letzter Versuch der Philosophie, die ihr langst entwachsenen Einzelwissenschaften zu nor­ mieren? Strukturalistische Rekonstruktionen sind der Weg einer Wissenschaftstheorie, die sich deskriptiv versteht und die einen Wissenschaftsbegriff allererst zu gewinnen hofft. (Die Bezeichnung "Strukturalismus" hat sich in der Wissen­ schaftstheorie der letzten Zeit - besonders seit Wolfgang StegmUllers "The Structuralist View of Theories" (...) (1979- fUr den mengentheoretischen Ansatz von Patrick Suppes, Joseph Sneed u.a. eingebUrgert; vgl. Anm. 1 zu Kap. 1.) Die vorliegende Arbeit setzt sich zum Ziel, die Tragweite dieses neuen Ansatzes zu erproben. Dabei richtet sich das Hauptinteresse auf die interdisziplinare Anwendung des strukturalistischen Theorienkonzepts bei der Rekonstruk­ tion empirischer Theorien (Kap. 4 - 6). Analyzing contributions from Jürgen Habermas, Karl-Otto Apel, Wolfgang Kuhlmann, Albrecht Wellmer, Robert Alexy, Klaus Günther, Rainer Forst, Marcel Niquet and others, it reconstructs critical discussions on the justification of the principle of morality (part I) and on the various proposals on how to apply it (part II).
